Q 8-1、Do the inmates need to operate in the agency? What are the items?

A:

  • Inmates shall participate in operations except for illness, investigation, guarding safety or legal requirements;The defendant participates in operations as he wishes. Juvenile inmates, under observation and rehab people, etc., will arrange educational activities, arts, or skills training.
  • Operation methods include self-run, take commissioned, out-of-prison, regarded as:
    • Self-run operation:The agency develops technical and effective operation items according to its characteristics.
    • Take commissioned operation:Outside manufacturer commission with agency to manufacture product. Since it is necessary to strike a balance between the purpose of correction, the safety of the agency, and the needs of outside manufacturers, the main operations are those without security concerns.
    • Out-of-prison operation:Refers to work in other specific places outside the prison. It includes guarding and autonomous out-of-prison operation.
    • Regarded as operation:Refers to the inmate assisting the agency in cooking, cleaning, construction and maintenance, care, and other operations.

Q 8-2、Is the operation paid? Can the labor compensation (salary) be paid freely?

A:

  • All inmates who participate in the operation shall be given Labor compensation, which shall be calculated based on the operation time and labor.
  • Inmates of Level 4, 3, 2, and 1 allow them to freely use the monthly labor compensation within the range of 1/5, 1/4, 1/3, and 1/2. When the inmate needs to use the non-free part of labor compensation, the use, item, amount, and reason shall be reported. And the payment can be made after approval by the chief of the agency.
  • The non-free part of labor compensation is saved by the agency and returned when leaving the prison.

Q 8-3、Can inmates participate in vocational training and obtain a license?

A:

  • Inmates can sign up for vocational training according to their interests.
  • Selection criteria for vocational training:
    • In the past six months, there is no record of violation, minor circumstance exempted from punishment, and no other case.
    • Meet the requirements for applying for parole( Exempt from training, stop execution) or leave prison after five years of training.
    • Non-isolated inmate.
  • The vocational training of the inmates is divided into a certificate obtaining class and a short-term technical training class. If the inmates participate in the certificate obtaining class and pass the skills certification held by the workforce development agency or other institutions, they can obtain the certificate.

Q 8-4、Does the agency handle employment promotion or job introduction

A:

  • Each agency invites the workforce development agency, the employment service office, or the after-care association to conduct monthly employment promotion, and provide employment information, job introduction, and employment counseling for those who will leave the prison. And cooperate with the Ministry of Labor's "one case to the end" employment service, refer to employment service agencies according to the wishes of the inmate.
  • After leaving prison, the inmate can bring the certificate of leaving prison and seek assistance from the after-care association. The employment service office or the workforce development agency can apply for employment matching and inquire about vocational training courses.
