Q 1-1、What is the process for new inmates?

A:

The principles of the process of handling new admissions for inmates are as follows:

  • Inspection documents, such as escort, command instructions for execution, containment book, decision of judgment, etc., and check the person and identity documents to confirm whether they are correct.
  • Check the body, clothes, and belongings of the new inmates in detail (female inmates shall be a female administrator), if necessary, take a urine test and use technological equipment to assist. Except for items approved for use after inspection, other items such as money, valuables, and restricted or prohibited items should be handed over to the agency for safekeeping, or relatives should be notified to take them back.
  • Perform inspections to find out if there is any disease or trauma.
  • Inform about the matters to be observed, fill in the relevant documents of the new inmates, and be allocated to the Ward.

Q 1-2、When can new inmates purchase daily necessities?

A:

  • The inmates can purchase daily necessities on the day they enter the correctional agency.
  • The correctional agencies purchases related matters by purchasing agent. Relatives and friends of the inmates can send money for their own purchase.

Q 1-3、What are the food and supplies provided by the agency to the inmates? How to prepare for the inadequate?

A:

  • At present, the three meals of the inmates are provided by the correctional agency on time. Drinking water, uniform pants (Including jacket), public tableware, etc. are also supplied by the agency.
  • When the new inmates enters the correctional agency, the agency will distribute basic living supplies (including underwear, toothbrush, toothpaste, towel, toilet paper, and soap). If there are any shortcomings, they can be sent by relatives or friends or purchased at their own expense.
  • If the inmate is unable to provide his own daily necessities due to financial difficulties, he or she may apply to the Agency, and the agency will provide subsidies after approval.
  • In the event of an urgent need for daily necessities, the inmates can also apply to the agency and return them according to the designated method.
  • If inmates have special needs for daily necessities (such as prosthetic, crutches, dentures), they can apply to the agency. After approval, they can be purchased by the agency or brought in by relatives and friends from the reception room. Alternatively, they can also apply to send in by mail. Q 1-4、What are the regulations on the items that new inmates can bring into the correction institution?

A:

  • The space in the ward is limited, and the items brought by new inmates are limited to the necessities of daily life and do not carry excessive items.
  • Money part: Inmates who enter the correctional agency only need to pay for daily necessities or medical registration and part of the expenses. Besides buying electrical appliances, there is no large consumption, so there is no need to bring in large sums of money.
  • Medicine part:The medicines brought in should be mainly for medical needs and must be accompanied by a complete medicine bag, a diagnosis certificate, and a prescription note. In addition, the medicine must be unopened with a description of the ingredients and will be returned to the inmate for use after inspection, evaluation, and approval by the Sanitation and Health Section of the agency.
  • Daily necessities section:Personal identification documents, underwear, health ID card, socks, towels, pens, soap, toothpaste, toothbrushes, envelopes, letter paper, toilet paper and books and magazines can be brought in. Quilts, sheets, pillows, etc. are limited to single size. If you bring special items (such as prosthetic, prosthetic eyes, dentures, etc.), can be used after inspection and approval.
  • The principle of bringing in clothes:
    • The inspection is based on the integrity of the clothing and the needs of the inmate. Articles that interfere with order, affect the safety of guarding, contain prohibited items, are difficult or impossible to inspect, undergo qualitative changes after inspection, or destroy the original appearance and function, and are prohibited from bringing in.
    • Electrical appliances are not allowed in. However, the electrical appliances brought in after being transferred to Prison (institution, school) are confirmed to be correct and allowed to continue to use after replacing the label.
    • Clothes, quilts, sheets, pillows, socks, towels, and other supplies must be soaked in water and taken apart for inspection.
    • When the brought in items are found to be illegal after inspection, the agency will handle it according to law.

Q 1-5、Can the adult inmate apply to the correctional agency of registered residence place for enforcement?

A:

The place of execution for adult inmate is carried out by the Prosecutors Office in accordance with the "Standard List of Prisons Designated by the Ministry of Justice" to the correctional agencies nearby. If the inmate wants to apply for enforcement at the correctional agency at the registered residence place, he may apply to the original commanding Prosecutors Office for enforcement by another Prosecutors Office before enforcement.

Q 1-6、Under what circumstances will I be refused to be in prison?

A:

  • The prisoner shall refuse to be in prison if he has one of the following circumstances:
    • His physical and mental condition lacks the ability to discern, so he cannot handle his own affairs.
    • He is currently suffering from an illness and cannot save his life due to be in prison.
    • More than five months of pregnancy, or less than two months after childbirth.
    • Suffered from a legally infectious disease, which may cause group infection due to execution.
    • Aging, disabled, unable to live in prison.
  • When entering prison, relevant supporting documents, such as diagnosis certificate, summary of medical records, pathology report or other inspection reports, should be provided for inspection by the agency.
  • Those who are refused to be in prison shall be sent to the hospital, guardian, or other appropriate premises at the discretion of the prosecutor.

Q 1-7、Does a woman have to be in prison if she is pregnant?

A:

  • If the inmate is more than five months pregnant or less than two months after childbirth, she shall refuse to be in prison. Those who do not meet the above conditions must be in prison.
  • After the pregnant inmate enters the correctional agency, the agency will arrange the obstetrics and gynecology department to understand the pregnancy and fetal situation. For those who have been pregnant for more than five months, if they meet the requirements for waiting for compassionate release of delivery, the agency will assist.

Q 1-8、I am about to be in prison, but I was diagnosed with suspected tuberculosis. What should I do?

A:

  • If you find suspected tuberculosis before entering the agency, you can prepare relevant information and request the prosecutor to postpone the execution. If the prosecutor rejects the request, the agency still agrees to execute.
  • At the time of entering the agency, the relevant disease diagnosis certificate and tuberculosis consultation manual should be presented. The agency will arrange diagnosis and treatment, and go through isolation treatment or medical treatment according to the doctor’s instructions.

If he is a confirmed case, the agency may report to the Agency of Corrections, Ministry of Justice according to his condition. After approval, move to the Peide Hospital attached to Taichung Prison (male) or Taoyuan Branch attached to Taipei Prison (female) for treatment.
